Conduits
Conduits are people who have gotten superpowers from either the Ray Sphere blast, or a different tragic event sometime in their lives. Conduits usually control one element of things (i.e. Cole MacGrath, the main character of the inFamous series, controls lighting.) So, here is the form for a conduit.

Codename: Neo
Real Name: Toshio Wesuka
Gender: Male
Power: Control of the Tyrant virus and all of its variants.
Weapons and Attacks used:

• Pistols: One (Custom Samurai Edge; 5 spare magazines per thread)
  
• The original, non-contagious t-virus virions, having been infused directly into Neo’s DNA, have granted him accelerated metabolism(as of his brain, muscle tissue, and lower organs) and produce new, non-fused virions.
  
• Strength: Neo is able to lift up to five tons.
  
• Endurance: Neo’s body was densified enough to withstand gunfire (it does damage, but none that is long-term). Melee attacks deal very little damage.
  
• Speed & Reflexes: Neo is able to dash at speeds mistakable for teleportation and evade gunfire. He sees at over 100 frames per second.
  
• Regen: Neo is able to heal from minor injuries within hours. Major ones require medical treatment, though.

Brief History: Previous to the Ray Sphere blast, Neo was a member of a S.W.A.T. unit, specializing in close-ranged combat but capable at long-range as well. Shortly previous to the blast, he had, unbeknownst to him, been infected with a flu-like virus. The blast happened while he and his team had been conducting a raid in the Historic District.
Rather than killing him, the Ray Field energy mutated Neo’s virus, fusing it directly and permanently into his genetic code. Over a course of months, Neo laid unconscious as the virus stabilized within him, eventually producing a contagious virus later known as the t-, or Tyrant, virus.
Under a day after he woke, Neo detected the virus within him. Knowing its potential to evolve humanity to his capacity, he began a small, underground business with a paramilitary task force.

Personality: Neo is very knowledgeable, especially in the field of virology. He is, ever since his awakening, seemingly indifferent towards the survival of “other” humans, to the extent of accidentally infecting a whole city with the t-virus and indirectly getting it nuked to contain the outbreak, but feeling no remorse. He has a bit of an ego due to his superior physical prowess.
He also enjoys working “behind the scenes”, sending his security force on missions and driving people out of his territory with B.O.W.s.

That's a bunch of powers, man. I think Thes should look at it and we both approve it before anything is decided.

Well, we can't have the company be made, sorry. as for the powers, Gorma is right, they are many. I totally get your basing him off of Wesker, but we need to tone him down a bit. He could be the guy that will take over the first sons, and then work on building the technology, but other than that, no on Umbrella. notes on powers:

specify strength limits.

specify how many bullets he can take before it starts to hurt, and no skiin of steel, he'll be fine.

Tone down healing

No NPCs

He can have speed and reflexes, but tone it down some.

Infection: No.

The strength limit is still concrete and steel. I can't really replace all the B.O.W.s with drones. Remember, he's based on Albert Wesker, not Dr. Wily.

He can be powerful, just not egregiously OPed. one egreciously OPed charrie at a time, and only for SWPs. I'll consider Neo becoming the next Uber villain after ophelia, but right now he's too powerful. the new B.O.W.s can be "Developed" later. Characters need room to grow, to evolve. that's what made cole so [email=bad@$$]bad@$$[/email]

That last part was kind of a joke...

Anyway, could he at least start by using low-tier B.O.W.s instead of little drones? Stronger ones like like Tyrants and G-Types can be discovered later.

define low tier, and please state a weight for the strength.

Edited and I'm talking about Lickers, Chimeras, Crimson Heads, and Cerberuses. Nothing more deadly than those.

Crimson Heas need standard Zombies. do you want to have some zombies as well?

Cerberuses can't split their heads open, which is why I'll allow a maximum of 4, as opposed to just 2, if they were Adjule

I really meant that those are the most powerful B.O.W.s I'd be using, not the only ones, so yes to the Zombies.
What do you mean by a maximum of 4 Cerberuses? Do you mean as personal guard dogs?

Yes, you can have up to 4 cerberuses. Accepted, but no unlimited zombie BOW hordes. I'll keep an eye on it.
