Conduits
Conduits are people who have gotten superpowers from either the Ray Sphere blast, or a different tragic event sometime in their lives. Conduits usually control one element of things (i.e. Cole MacGrath, the main character of the inFamous series, controls lighting.) So, here is the form for a conduit.

Name: Simon "Eyes" Anderson
Gender: Male
Power: Memory control and detection. Simon is the ultimate "hacker", he can touch anything with a memory or history (i.e. human, computer, etc.) and see their past. (i.e. He could sit in a chair and see who sat in it last.) Simon can also manipulate and twist memories to make different emotions stick out, (i.e. he could make a person's happy memory seem more or less happy.) although he can not change the entire memory. He can channel his power throughout objects as long as the target is also touching that object. He can influence multiple people at a time, but the more people there are the less influence he has.
Weapons and Attacks used: He uses a hunting knife.

Brief History: Born and raised in New Marais, Simon grew up as a beggar and homeless. His mom had died during labor, and his dad had a large drinking problem. In his early years, Simon ran away and lived on the streets. His dad couldn't have cared less. Simon was hit by a semi truck, and somehow survived. The impact knocked him into a coma and activated the conduit gene inside him. As a conduit he became known as Eyes, because his eyes were completely green. He also became known as The Civilian because of his acts of charity and selflessness.
Appearance: Simon dresses like a normal civilian, nothing fancy of flashy. He has medium length black hair. His most distinct feature is his eyes, they glow green and seem to be on fire in a way. He does wear a sheath on his leg for his hunting knife.
Karmic Rank: (select from neutral, hero, or inFamous): Guardian. He isn't exactly a hero, but he does do the right thing.
Personality: Simon is easy-going with a good sense of humor. He has a strong connection to those who are suffering or poor. He wishes to help everyone, but won't kill unless it's necessary. He can be manipulating, but he is always loyal to his friends even to death.

I don't know about manipulating emotions, sorry.

It's not super powerful, he can just make a person feel more mad at something that would have made them happy before.

that seems too strong. maybe making their emotions stronger, like mad to p*ssed, or happy to joyous?
