Mist Control: Bill has the ability to create, direct and control mist in a variety of ways. He can make clouds to obscure the vision of all whom look within the mist, be they inside or outside the mist. The only ones not blinded by the mist are either people equipped with heat vision goggles or Bill himself.
Mist Chill: Bill possesses the ability to shoot a ball of mist that travels at about the same speed as a shot dart. Upon contact with either a target or colliding object, the mist ball detonates to encompass an area 6 feet in diameter, and 8 feet tall, good for disorienting enemies. This ball is intensely cold, and leaves a trail of frost in it’s wake.
Mist Shift: Bill can Shift from a solid to a gaseous, misty form. This takes approximately five seconds to do, so it’s not like a surprise bullet can’t get him. However, he can turn into a gas and still appear solid, from a distance, though from 2 feet, he starts getting transparent. He can also shift into either casual or superhero appearances from this gaseous state.
The Mist Reforms…: Bill regenerates from any wound given to him over time. When he is done in a thread, he loses all wounds. This only happens either when the thread is done, or when he leaves the thread without being able to return. Also, he has the ability to make a mist form of any severed limbs, like arms, legs, hands and feet. These operate as merely a cast, and cannot deal damage to an opponent. If he had a foot cast made of mist, he could walk on his foot, but it would cause him discomfort.
Any affiliations: Victim to the Drowning Doom History: Bill was the citizen held by Ophelia in the final battle in her last moments as Queen of the Drowning Doom. Until his capture for attempted bargaining by the Queen a few days previously, He was about as luckless as any of the other homeless in the Warren. After his capture by Ophelia, his situation went from bad to much, much worse. For a couple days, he was tormented personally by the Queen, being ribbed about possibly being a successor. This was never to be, but the idea that he could be the leader of an army of zombies scared him. During the final battle, he was thrown into the Sea of Black Tears. Over the weeks that passed since the Final Battle, a mist rose from the Sea, which was out of place for the weather in that area. Sure, there was mist in places all over the place, but never coming from the Sea itself. When the Spartans investigated (Thread idea), they discovered Bill, Rising from the Sea…
Appearance:
Bill has pale blue eyes, but they turn white when he is using his powers. His skin is as white, or gray, as fog, and he is approximately 5’9 and 145 pounds. He also has two outfits, one for casual wear, and a superhero costume made from ordinary clothing. He also has long, blond hair that goes down to his back, if it weren’t parted over his chest in long tresses. (translation: it goes to about the bottom of his rib cage)
Casual: Bill is usually wearing a pair of dark blue jeans, red converse tennis shoes, a light colored tee, and a brown leather belt. Any coats would really be more along the lines of a dress shirt worn over his shirt unbuttoned like a jacket. In addition, he also wears a watch on his right wrist, as well as a silver ring on his left index finger. He possesses the capability to “shift” into this outfit. We will get more into that later.
Hero uniform: His pants are denim, ordinary to be sure, but for the fact that they are such a faded blue, they are almost white that has blue accents. Pair of slip on shoes that are navy blue in color, a dark contrast to the rest of his costume, save for the black leather belt with the silver buckle. Over a white polo shirt, tucked into his pants, he wears a grey hoodie, zipped up. And over that, a tan fishing vest. He wears white gloves over his hands. Over his face, he has the hood, which hides his face rather well, but if anyone was to get a glimpse, the glimpser would have been surprised, mist coming out his mouth and nose, with every breath, as though speaking or breathing into the cold. Vapors curl off the conduit’s body in whispy trails. He is capable of “shifting” into this outfit. We will get more into that later. Personality: Bill, before the Sea hit him, tried to stay out of everyone’s way. He was an average Joe in every way. He only did what was necessary to survive, and let everyone do their business without any interference from him. If he saw a crime, and it was in his power to stop it, he would stop it, but if he needed to, he was not above taking what he needed. Since his drowning, and subsequent return, Bill may have been changed in his personality, but it is not known for certain. This can only be determined in Roleplay. (Note: I’m not sure how I want to RP him ATM, which is why it’s so vague. Good? Bad? Let’s find out!)
Karma effects on appearance and powers Hero: Clothing looks brand new, free of rips, tears, scratches, etc. as though they gained Bill’s healing factor (explained in powers) Bill appears almost reverential, and wise, in and out of costume. Mist is completely white. Ally healing is at rate of busted arm 25 minutes. Eyes mist over, turning completely white like Storm from the X-Men movie.
Champion: Clothing, Conduit looks better. Bill has control over whiter colored mist. Can slowly heal allies (rate busted arm forty five minutes) Eyes slightly glow white when using powers
Guardian: Clothing looks cleaner, Mist is denser white colored. Bill looks healthier. Eyes have minor sheen when powers are used.
Neutral: Refer to powers, appearance for, well, powers and appearance. Mist is light grey.
Thug: The Mist darkens to a steel gray. Anyone within the mist hears distant sounds of people in pain and agony. Clothing becomes dirtier; flesh becomes more transparent in costume, giving minimal sight to the bone beneath.
Outlaw: dark red flecks mix into the mist, giving it a foreboding appearance. Tormented voices sound closer, and within the mist, shapes can be seen, as though the souls of those damned by the Mist approach. Bill is capable of making his arms grow blades of mist Baraka style (Mortal Kombat, anyone?) 2.5 feet long. Skin is barely visible, and the eye sockets of the skull have a dull red glow.
Infamous: No skin visible in costume form, and hood is cast back, allowing the skull head to be seen by any who wish. Eyes are alight with a fierce red fire. Mist is the color of soot and ash. Blades (when extended) seem to drip a red liquid that is undoubtedly not kool-aid. Gloves come off, revealing bony hands. Tormented voices seem to be more than just all around anyone in the Mist; they seem out and out intending to grab the Victim’s soul, up to and including shadowy hands reaching for the victim. (Disclaimer: This is all for purposes of scaring the crap out of the conduit/citizen/whatever. The apparitionary hands are exactly that, apparitions, and are capable of doing no amount of physical harm or contact, including with souls. This is merely intended to be used as scare factor for PC’s, and to give a sense of exactly how evil Bill has become at this point)
