Teleportation: Long distance, however not instantaneous. It appears as though Lysander is sprinting through the air in a straight line to somewhere nearby. This is easier through tar, as he is basically made of the stuff.
Shock waves: A shock wave goes through the ground, chasing the target until impact is made, knocking the target over
Minor shape shifting: Lysander can change his appearance to look like someone else, including his voice.
Mind Control: Lysander can Fully control civilians, but only transmit his thoughts to conduits as well as hallucinations through the use of black tar he produces from his body.
Shock waves: Tar based attack, can be thrown as a ball of tar that then creates a shock wave around the impact zone.

History: After leaving War with two children, Lysander went out to get help. He remained in control of his tar powers and built up a small, underground drug trade organization in other cities, staying quiet and only controlling three or four people in each city. This quickly brought him money, except in New Marais, where rumor of drugs made with conduit blood were being sold by a human there. He let that market slip but as time went on and he made more and more money he finally got the courage to return to War, or Sally as he called her. He made his way back to Empire City, with his small army of reapers he picked up on the way and took back several Reaper hideouts and made his way into meeting his soon to be wife, and mother of his two children who he had never met. He loaded his assault rifle and set out for her.

Personality: Lysander is a perverted little slob, but a good one at that. He has a way with words and is a master of the tongue(s). He also, generally wins arguments by force, unless they're against War in which case he loses them, by force. He has a greed now, a greed that wasn't always present before but has taken the forefront in his life. He is more focused now on rebuilding an empire than on living his life. He is Happy to be around his kids and War but feels less of a need for relationships with them and has began shutting off most contact with those not under his control, slowly but surely. He is building an army, and becoming more and more like Sasha each day, his sexual drive is growing as well, but that's from all the power getting to his head. War will just have to learn that one woman isn't enough for the leader of an army.

Outlaw: Lysander is covered in tar, other than his face. He can make more powerful attacks and his reapers are more powerful, being covered in a layer of tar acting as armor.
InFamous: Lysander is tar from the waist down, and the ground he walks on is covered in it, he has much more control over reapers and hallucinations can actually kill a man.
