Hugo has the ability of "Moral Sense". This power works automatically and Hugo's brain and filter out it's input or pore it over. This allows him to, on mere sight of a person, to identify whether or not they are good or evil. Now, this is not based on some arbitrary measure of good or evil, but based on Hugo's own moral compass. This is all the information he can glean at a glance, but of course, he doesn't get any sort of indication as to HOW good or evil they are. Meaning that at a glance, he couldn't tell the moral difference between a shop lifter and a serial rapist who kicks dogs for a living.
If he were to look at someone for ten minutes, he would get a sense of how horrible or how good they are. If he were to look at them for thirty minutes, he'd know the crimes or good deeds they'd done in general. From that point, if he stares for an additional thirty minutes, thinking about a specific action, he gets the details of the action he was thinking of. However this staring works curiously. If he stares at someone for fifteen minutes and looks away for five minutes, he'd need to go an additional twenty minutes of just staring for him to finally get the information he wants. This means for every minute he stares at someone it's a plus to his learning, for every minute he doesn't, it's a minus. But these minuses stop at zero. And once he learns something about someone's morals or deeds from his powers, he doesn't forget it.
Another power bestowed to him by this moral compass is the ability to read and understand other people's morals. If his skin touches another person's skin, he can go metaphorically "digging" through their brain. However the other party will feel this, and can choose to fight back. It's also useless against telepaths, unless said telepaths allow him in. Once achieving skin to skin contact, he can quickly understand how, morally, someone views and issue, and it allows him to gain information about their morals and deeds MUCH faster than he would by staring.
