Brief History:Before the blast, Joey was in the highschool band playing trumpet, He had a girlfriend who didn't go to empire city with him. It was the summer of his sophomore-junior years in highschool when the blast happened. He isn't even from Empire city, he was on a vacation with his family. He was walking around the historic when the blast happened, and he was thrown into a wall and passed out. He woke up exactly where he fell and saw as all th other survivors in the pit had somehow recieved super powers or were carried away by strange men in gas masks. Joey tried to do that, but he couldn't. His family was lost too. He had a brother but he was missing, not dead, but missing. His father had gotten out of the city after they were separated. He limped into a museum and saw nobody had raided the old Black Death exhibit, so he took a plague doctor uniform to replace his burnt up clothes. The armor was heavy and he could barely walk in it at first, but after a few weeks he could jump and run. He learned basic freerunning and parkour, nothing fance, just running, jumping, and climbing. He stole two revolvers from a pair of suicide victims who also had about 30 rounds of bullets they stockpiled in the basement. He was ready to survive, he took over the house of the two deceased suiciders and got normal clothes. He goes on weaker conduit hunts in his Plague doctor costume under the name "Sparrow" pretending like he's the batman of Empire city.

Personality:He is fairly good at keeping conversation with strangers, he makes friends quickly. He says what he thinks which can get him into trouble. His ideas range from idiotic to genius but he usually says more than he does. He cares about small details but couldn't care less to big things. The blast didn't affect him one bit, it was the fact that he didn't get powers that bothered him. He kills off weaker conduits as a way to channel his jealousy of them.

Only like, the reaper conduits and the dustmen conduits, every other conduit would kill him easily... he wears the costume so no strong conduit can find his real Identity

He would never hurt even Kyd, one of the weaker conduits. He's not strong, he just has severe jealousy
